Denver Transit Partners (DTP), a special purpose company owned by Fluor Enterprises, Uberior Investments and Laing Investments has been selected by the Regional Transportation District (RTD) as the "Concessionaire” to   design-build-finance-operate-maintain (DBFOM) the RTD FasTracks East Rail Line, Gold Line, the initial segment of the Northwest Electrified Segment (NWES) and the Commuter Rail Maintenance Facility. The project is known as Eagle P3. The project will be delivered under a single contract. Other leading firms that are part of the team include Ames Construction, Balfour Beatty Rail, Hyundai-Rotem USA, Alternative Concepts Inc., Fluor/HDR Global Design Consultants, PBS&J, Parsons Brinckerhoff, Interfleet Technology, Systra, Wabtec and others. The project, a Penta P or Public, Private Partnership allows RTD to retain all assets while shifting much of the risk of the project to DTP.  DTP arranged around $450 million of private financing for the project. The P3 process allows RTD to spread out large upfront costs over approximately 30 years. RTD will make service payments to DTP based on performance of operation and maintenance of the project.  Today the project is near 100% design complete and construction is underway on all rail lines. For more information, please visit the Denver Transit Partners web-site at www.denvertransitpartners.com or the RTD web-site at www.rtd-denver-fastracks.com.
