Amber’s training and experience spans two decades of advocating for DBEs, civil rights, and the underserved among impoverished communities of color. Amber is the former diversity and civil rights programs Team Lead at FTA, and a subject matter expert on DBE Program issues. She is experienced in guiding federal grantees on disparity studies, developing DBE

Programs and goals, and measuring discrimination. In her role at FTA, she was a substantial contributor in developing FTA’s new DBE rule and the requirement for agency small business programs. Her experience as a DBE consultant combined with her expert knowledge of the Program make her a great resource for DBEs.
