Meet Our National Chair

Ms. Shirley A. DeLibero has over thirty-two (32) years of experience in the transportation industry. She currently serves as the National Chair of the COMTO Board of Directors. Ms. DeLibero is the President of DeLibero Transportation Strategies, LLC. Prior to starting her own business, she served as President & CEO of Houston Metro. Ms. DeLibero has also held leadership positions with transit authorities in Boston, Dallas, New Jersey and Washington, DC. She became the first African-American woman to hold the industry's highest honorary post as Chair of the American Public Transportation Association (APTA).

Ms. DeLibero has been a long time supporter of COMTO and has received numerous COMTO awards, including the Thomas G. Neusom Founder's Award, the Distinguished Leadership Award in Transportation for building the light rail in Houston, the Outstanding Community Service Award, and the Lifetime Achievement Award. She has been dubbed "The Engine that Could," as well as one of the Top Women in U.S. Government by Good Housekeeping, and one of the Top Public Officials of the Year by Governing Magazine.
