The Missouri Model is a new form of partnership among transportation contractors, community groups, and government officials that expands access to opportunity for minority and women workers, as well as disadvantaged business enterprises (DBEs). Developed by the Conference Of Minority Transportation Officials (COMTO), the Missouri Model should be the national model for the transportation field.
